The Baxter Fire Brigade consists of both operational and non-operational members, some of which who hold higher administrative positions within the brigade.

The brigade management team (BMT) is the decision making body of the Baxter Fire Brigade and consists of the captain, four lieutenants, secretary, treasurer, communications officer, occupational health and safety representative and the firefighters representative.

The BMT is decided during the bi-annual elections when all administration positions become vacant.
